Sheila A. Mixon, Executive Director

Sheila A. Mixon has 35+ years of business development experience and currently has responsibility for the entrepreneurship programs for the Urban League of Greater Southwestern Ohio. Those programs include the SBDC (Small Business Development Center), the Economic Empowerment Center (AABDP) and ORV~WBC (Ohio River Valley Women’s Business Council).


Currently, as Executive Director of ORV~WBC, she manages the day to day operations of the certification process and program development. Provide vision, leadership, organizational governance and strategic direction for corporate members and almost 1,000 WBE's is the states of OH, KY and WV. As Executive Director to the premier WBENC Certification as a third party provider, Ms. Mixon advocates, leverages opportunities and resources for WBE's, governmental and private entities to accelerate the business growth of women owned businesses.  To add value for the WBENC Certification, Ms. Mixon created and launched The Ohio River Valley Business Development Program for select high growth WBE's in January 2015 which is based on the Kauffman Foundation's FastTrac Growth Venture Program. Under her leadership, there has been an increase in corporate members, certified WBE's and procurement opportunities. As Director of the SBDC from 2010-2013, through her leadership, the SBDC was selected by the SBA Columbus District as the Small Business Development Center of Excellence and Innovation Award recipient for 2012. Ms. Mixon was recently appointed to the Academic Advisory Council for Business Degree Programs at Union Institute & University and is a member of the City of Cincinnati’s small business commission, the Small Business Advisory Council. She currently serves on the Board of Directors for HCDC. Most recently, Ms. Mixon was appointed to the Kauffman Advisory Group for the Kauffman Foundation. She has garnered numerous awards & recognitions for her service and dedication and most recently was awarded the 2016 Women’s Business Champion by NAWBO (National Association of Women Business Owners) Columbus.

Ms. Mixon has a Bachelor of Science degree in Business Administration (concentration Finance) from The Ohio State University and a graduate of Leadership Challenge II, an executive training program with Citigroup. She is a graduate of the Greater Cincinnati Urban League’s African American Leadership Development Program (AALDP), Class XVII. Most recently, Ms. Mixon graduated from the National Urban League’s Emerging Leaders Program. 


Maudie Moreno, Certification Manager

Maudie has been with Ohio River Valley Women’s Business Council (ORV~WBC) since 2010. She is responsible for managing all activities related to the certification program of Women’s Business Enterprise National Council (WBENC) and the certification process for our region of Ohio, Kentucky, and West Virginia. In this role, she manages the review process for over 1,100 certification and re-certification applications each year. Maudie also serves as a presenter of educational seminars and classes related to becoming a certified WBE.

Leslie Young, Event & Program Manager

Leslie has over fifteen (15) years of experience working for and on behalf of the small, minority, and women-owned business community. Her career began as a Project Manager for a contract with the SBA 8(a) Program, assisting with strategic marketing plan development for businesses across Ohio. Leslie worked for an M/WBE inclusion consulting firm, assisting with economic inclusion programs for corporations and government entities. She also managed an Ohio Department of Development Program, providing business development for over 150 small, minority-owned businesses in Southwest Ohio. In 2012, Leslie was nominated for the SBA Minority Small Business Champion of the Year Award.

Michelle Brown, Event Coordinator

Michelle Brown has 30+ years of human resources and event planning experience and currently has responsibility for managing and creating outreach events to include the annual Catch The Wave Conference, Catch the Wave reception, special corporate receptions, business Match Makers, and many other events for ORV~WBC organization.

Michelle is a graduate of the University of Cincinnati.

Valencia McNeil, Certification Coordinator


Valencia McNeil is responsible for the WBE Certification process from inquiry to certification including intake, processing applications, certifications, and site visits.   Ms. McNeil is also responsible for maintaining the ORVWBC website. 

Valencia has over 20 years of experience in Housing Urban Development (HUD). Valencia also has background in the following area Section 8, Tax Credit, and Conventional housing. She has gained certifications from the National Center for Housing Management as a Certified Occupancy Specialist, Certified Manager of Housing, and Certified Tax Credit Specialist.  Valencia also has an extensive background in compliance management.
